Qualifications-Based Selection Guidelines
City Administration for the City of Horton, Kansas, has adopted Qualifications-Based Selection guidelines developed by the American Council for Engineering Companies, with some adaptations and amendments. The Detailed Workbook for Qualifications-Based Selection, adapted by the Michigan QBS Coalition, has been included as the guidelines to be followed by City Administration in execution of procurement for professional services, such as preliminary and feasibility studies, design, surveying, and inspection.
