Horton, Kans. In a special meeting of the Horton City Commission at 5:15 on Tuesday evening (3/5), the Commission voted unanimously to ratify the purchase of over 313 acres of property located directly north of Mission Lake for the purposes of contained removed dredged material from Mission Lake. While the entire 313 acres will not be required for the construction of a confined disposal facility (CDF) necessary for holding removed sediment-slurry, it was, as put by City Administrator Levi Henry, "the best opportunity for the City to purchase property on the free market without getting accused of any dirty tricks. At the end of day, we are all still friends with our neighbors in the county and township, and the Mission Lake Restoration Project is ready to begin seeing dirt turning."
In a related story, the Commission at its regularly scheduled Commission meeting on Monday (3/3) authorized the City Administrator to enter into scope and pricing negotiations with the Black & Veatch Corporation. A preliminary draft contract from Black & Veatch is expected to be presented to the Commission at the March 17 meeting, and a draft prepared for final action at the Monday, April 7 regularly scheduled City Commission meeting.
The hydraulic dredging of Mission Lake is expected for late-winter to early-spring 2009, and the project is project is expected to be completed by November 2009.
